Abysmal teachers’ attendance in Kurung Kumey, DA proposes termination
Koloriang, Aug 12: A massive exercise of physical inspection of schools and checking
teachers’ attendance was carried out recently in Kurung Kumey district, including
the remotest villages. The inspection was carried out by the concerned Administrative
Officers, ADEOs and BRCCs/CRCCs. The preliminary reports indicated that, there were
about 40 teachers mostly SSA, who have not seen the corridors of the schools for
the last 1 or 2 years or even more. There were more than 100 teachers who were found
absent and irregular during the month of June-
The figures vindicate the resentment of some student’s bodies in the district, who have complained before the Deputy Commissioner, Koloriang that the teachers attendance in Kurung Kumey district was very poor and that students in the interior were suffering.
The Deputy Commissioner, Kurung Kumey along with DDSE have already initiated action in this direction. The Deputy Commissioner cum District Project Director, SSA has issued order that henceforth, the monthly salaries of the teachers would not be deposited in their bank accounts. It would be rather paid through the concerned ADCs or the Circle Officers. It has also been ordered that monthly salary will be paid only on the basis of monthly reports of the teachers. It has also been decided that ‘No Pay No Work’ will be enforced in dealing with the absentee teachers. The matter of such large scale absence of teachers and also absence for long period has been taken up with the Govt. by the district Administration, Kurung Kumey. The District Administration has proposed termination of the Contract service of those SSA teachers, who are found absent for 1 or 2 years or more. Such absentee teachers from regular teachers are proposed for suspension from their regular service.
In the recently held Zilla Parishad meeting at Koloriang, the Panchayat members have
expressed the deep concerned and have asked the district Administration to deal with
the problem with firm hand. Considering the irregularity of local teachers and shortage
of Science, Mathematics, English and Hindi teachers, the Zilla Parishad, Kurung Kumey
under the Chairmanship Pisa Gunia has adopted a resolution to recruit 50% of the
vacant teachers post from Non-
Kurung Kumey district is the lowest literate district of Arunachal Pradesh. As against 54.74% State literacy rate, Kurung Kumey has only 25.7%.
ITANAGAR, Aug 12: The Arunachal Rural Road Development Agency (ARRDA), implementing agency of Prime Minister Grameen Sadak Yojana (PMGSY) has already furnished the status of ongoing PMGSY projects sanctioned under Bharat Nirman since 2005 to the State Vigilance & Monitoring Committee. The committee shall prepare tentative programmes as per the Documents submitted to it to visit all ongoing project sites, informed a release.
On August 2, the Commissioner RD, has directed the all DCs and PDs of Arunachal Pradesh to provide all possible assistances to the visiting State level Vigilance and Monitoring Committee Members for carrying out vigilance and monitoring activities effectively.
Besides, nodal agencies, the Committee also require effective coordination of the general public for proper implementation of the all programmes of the Ministry of Rural Development, the release added.
Do not exasperate the govt: Dabi warns Chakma
Changlang, Aug 12: Home Minister Tako Dabi visited Diyun Circle of Changlang district yesterday to take stock of the tense situation created after some Chakma refugees besieged two buses carrying local residents on 9th August last who were returning after attending hearing of claims and objections for inclusion names in the electoral roll.
Expressing discontentment over the disgraceful act by the Chakma refugees, the minister warned not to exasperate the state government while adding that the state government would not tolerate any kind of unlawful act by any community or section of the society. The minister warned that the state government would not hesitate to take hard steps if unlawful acts are repeated.
To contain the prevailing situation, the minister proposed for formation of Peace Committee involving members from indigenous communities and the refuges.
Earlier, the minister and his delegates which included Secretary Home, DGP and DIGP (East) were briefed upon on the prevailing law order situation in the area by the Deputy Commissioner In charge L Borang who had conducted the hearing on Aug 9 last.
Borang requested the minister to deploy a company of CRPF permanently at Diyun.
Anchal Chairperson Innao while expressing the plight said that indigenous people live in Diyun like refugees as they are outnumbered by the refugees which share 80% of the total population in Diyun. He informed that not all refuge create problems but put the blame on refugees who have descended in the district. Meanwhile, AAPSU General Secretary Tujum Poyom terming the 9th August incident as unfortunate and blunder on part of Chakmas appealed the Minister and state government to take proper and immediate action to solve the issue.
Representative from Chakmas Bimal Kanti Chakma while accepting the incident as fault of Chakmas urged the Government to book the persons behind the disgusting act.
Diyun is still tense but local administration and security personnel have been putting maximum effort to control the situation from going out of hand. (DIPRO)

He encouraged the Wushu players of the state to take up the sport sincerely which has a great chance to be included in the next Olympics. He appealed to the state government to give Wushu priority for further development of the sport. Papum Pare DCC vice president Ngorang Taka was the guest of honour.
Meanwhile, AAPWA president Toko Teki rued the apathy shown to the Wushu association in providing assistance in any form for promotion of the sport. He said that the championship where all the eight northeastern states and the Army team took part has been organized successfully without any assistance from the government. He claimed that Wushu association has failed to receive any financial assistance from the government in the last eight years. Despite financial problem, wushu players have managed to win medals at national and international events in the last few couple of years. He advised the players not to expect much from the government and practice in their own to bring more glory to the state by winning more and more medals. ACR question India’s unilateral decision
ITANAGAR, Aug 12: Arunachal Citizens Right views with grave concern the unilateral decision of the Government of India to impose large storage dam projects on Subansiri, Siang and Lohit river basins, the tributaries of Brahmaputra, as a strategy to counter China’s proposed dam building on Tsangpo.
Citing diversion of the water flow of Brahmaputra with consequences on downstream impacts in India, the Indian Government wants to exercise its ‘first user’ rights to strengthen its position in future negotiations with China over riparian rights. When the policy of large dams in Arunachal Pradesh has already become a controversy here, with protests coming in from communities living in various river basins such as Subansiri, Siang and Dibang, making large storage dams a fait accompli is an affront to the people of Arunachal Pradesh who remain pawns in the larger energy security policy of the Government and now in the geopolitical relations between India and China, all without their consent.
Equally serious is the statement coming out of the Ministry of Environment and Forests that clearances of such projects will be put in the fast track. The EIA Notification 2006 under the Environment Protection Act, 1986 does not provide for any fast track clearance. Which means that such projects will be cleared without taking in to account the results of the public hearing and the environment impact assessment of such projects.
Therefore, a fast track clearance entails violation of its own notification and Act by the Ministry of Environment and Forests under the Government of India.
Rather than making us, the people of Arunachal, the sacrificial lambs and guineapigs
out of the India-
On the issue of riparian rights the people of Arunachal Pradesh will definitely stand by Government of India’s position on downstream impacts of diversion of river water flow in the upstream of a river basin. But, that would mean that Government of India should also recognize the legitimate concerns over downstream impacts of dams in Arunachal Pradesh voiced by the people of Assam and within Arunachal itself.
ITANAGAR, Aug 12: Arunachal Pradesh Civil Service Officers Association (APCSOA) expressed happiness over the reported constitution of a committee headed by V. K. Dev, Commissioner (GA/DA) Arunachal Govt to study various demands like identification of cadre posts, streamlining of grade posts, Lateral Entry System of APCS. The Association lauded both CM and chief secretary Tabom Bam for their initiatives for systematization of State Civil Service which will really boost the morale of the civil service officers of the state.
However, the Association reacted to remarks made on civil services during Indian Engineers' Federation meeting held at Itanagar in July last. The association said that IAS and APCS officers are not against engineers but are against the appointment of engineers as secretaries to the Govt. wherein “engineers are appointed without following the standing norms”.

Nirjuli to create awareness about HIV/AIDS among people, especially youth-
Speaking at a seminar organized by NSS unit of NERIST on the occasion, ABC president Nabam Jose expressed serious concern over rapid growth of people with HIV positive in Arunachal Pradesh. He said that the main aim of today’s rally was to make people aware of the HIV which is spreading in the state like ‘wildfire.’
" If we do not check the menace today, it would be too late for us to control it, he said, adding that out of the 159 persons detected with HIV/AIDS so far 90 percent are HIV positive. He exhorted the educated youths to come forward and create mass awareness among people about the disease and its preventive measures. He also informed about various activities carried out by ABC, including ride to Lake of No Return in Burma during the Pangsau Pass Winter Festival 2008 to highlight the Centre’s Look East Policy.

HIV/AIDS related stigma and discrimination, especially in a state like Arunachal Pradesh, were the main reasons why people with HIV/AIDS hesitate to come overground, commented Arunachal Pradesh State Aids Control Society (APSACS) deputy director Dr. A Borang. Persistent efforts of various NGOs, religious and public leaders, encouragement by family members and various stake holders could go a long way in bringing them overground, Dr. Borang opined. He fervently appealed to the people with HIV/AIDS to come overground and make use of various welfare activities and programmes initiated by the government. He also gave a brief account of various modes of transmission of the disease in Arunachal Pradesh where sexual route claimed the highest at 86%.
A blood donation camp was also organized at Medical Health Unit, NERIST by the NSS unit of the institute in collaboration with APSACS to mark the occasion. 18 students donated blood voluntarily.

Look beyond hydro power projects

I, from among the common men who reside at the lower basin of the Siang belt would like to raise voice against Minister for Environment and Forest Jairam Ramesh.
Why does Ramesh show his dictatorial attitude against the poor people of the lower Siang belt? Will Ramesh be able to compensate each of the house holders which have been facing flood fury annually?
Ramesh reportedly said there can be no negotiating position if the demand is No Dam (in this daily on Aug 11). We the poor flood affected villagers feel it as totally baseless statement. Instead of taking headache on Dam issue, the minister should concentrate on afforestation, formulation of project against Jhum cultivation especially in our North East states and on preservation of wild life.
Yes, we know employment can be generated through dam projects. But the question is will the native village people be given employment in such projects. I don't think so. Only the diploma holders in Civil and Electrical Engineering may be given part time or contractual job by private power developers. On the other hand large number of villagers will be kicked out from their ancestral land. I don't think our villagers will be given employment opportunities at the river project. Instead labourers from other states will be engaged.
Even though the authorities provide compensation to dam affected people, who will take the responsibility for financial security of the future generation of the dam affected people?
It is already cleared that native people do not like Siang dam project. The people in power should understand the sentiment of the people who are still facing the brunt of Siang catastrophe.
Instead of concentrating their valuable times on dam projects, ministers should concentrate on infrastructure development and renovation of existing roads across the state.

This is a shame for one & all that Max Mart had been robbed by some miscreants. Our capital is the one that do not have good malls, Cinema Halls that run regularly, basic shopping destinations. The miscreants who robbed Max Mart should be given exemplary punishment.
The population of the capital complex is increasing rapidly but there are two destination for shopping , Akashdeep of Itanagar & Takar Complex of Naharlagun.
There is an urgent need of making more shopping destination which have proper parking places as at evening time it’s now getting very tough to go to Akashdeep because of heavy traffic & no parking space. I want to request all the millionaires of Arunachal kindly to invest their money making market like Akashdeep. There is one more request to some big names of Arunachal please invest your money making distilled water plants in Arunachal because it is seen that people here buy Rs 20 per bottle of Mineral water which comes from Assam or other states. Arunachal Rivers have the purest form of water & if it is utilised & purified it can be used as the mineral water.

Polytechnic Issue Deserves Early Solution
Dear Editor,
The issue of establishment of Polytechnic at Yachuli or Ziro, which has been raised by various organizations, including All Nyishi Students Union, seems to be taking an unpleasant turn. It, therefore, deserves early attention and solution with the intervention of political establishment.
As I was given to understand, the Institute was initially proposed to be established at Ziro for which sufficient land was donated by a clan of Apatani Community. However, the decision to establish any educational institution is a political one, decided at the highest political level. Hence, it is for the government of the day to disclose the truth to the people of Arunachal Pradesh. Its stoic silence is frustrating and has a potential to create misunderstanding among different communities.
It would not be proper to blame the Commissioner (Education) as, even if he has the intent, he will not have enough power either to stop or to facilitate establishment of any educational institute at Ziro or for that matter any part of the state. He, as a government servant, takes the order of the Minister (Education) and Chief Minister or collective decision of the Cabinet.
Another issue raised by ANSU and some youth organizations is with regards to allotment of land at Hapoli township. Yes, every bonafide Arunachalee should have the right to be allotted land at Hapoli (Ziro), the District Headquarters of Lower Subansiri. However, what is happening in Arunachal Pradesh is that deserving people are not allotted land by the government. It is the wealthy and mighty (politically powerful) who get themselves allotted government, even beyond their requirement. Same is the case at Hapoli township. Many of the kits and kins of politicians and bureaucrats, irrespective of tribal communities (Apatanis/Nyishis), have their land allotment at the township. It is another matter that some of the allotted areas are ‘gifted’ (sold) to third parties. Therefore, I do not see any communal angle in allotment of land at Hapoli township.
As pointed out by a gentleman, encroachment is a problem at Hapoli township. It is a major problem not only here but throughout the state. State seems to be withering away. Mr. Kaling Tayeng, the former Deputy Commissioner, Lower Subansiri deserves appreciation for his bold act in demolishing unauthorized structures. Had there been political support, he could have done more. We expect similar action from the present incumbent. Apart from organizing Summer Festival, there are other more important areas like law and order that need constant attention.

Two sides of encroachment of government land
Dear Editor,
A regular topic to appear as news or in the opinion columns of our local dailies is the complaint of absence of government employees from their places of posting in the districts. It is said that government employees enjoy their salaries but do not stay in their places of posting and thus are not regular and dedicated in doing their jobs. Countless letters are seen where people complain about absence of teachers and officers from their posting place. It is good that the value and need of the absentee govt. employees has been realized by the public. The process is like that of demand and supply. If the public demand their services, the supply has to be fulfilled. But other factors too play a role in the process.
What has to be understood by the people is that government employees too are human beings and so need a roof to stay under, a good environment to develop their minds and a healthy atmosphere to nurture their young ones. But when the officers and officials go to their place of posting, they find that govt. quarters are hard to come by and when they are to be had; only the structure stands in a dilapidated condition while the adjoining plot has been encroached upon. In some cases the quarter itself has been converted to private residence. Who will wish to stay in a place where when you open your window in the morning, the first thing you see is someone else’s yard or sitting room, when you can stay at your own home comfortably and peacefully!
But again the process of encroachment was started and carried out by none others but the govt. servant themselves! In places like Itanagar and Naharlagun, no govt. plot has been left as it was. From top politicians, bureaucrats to the lowest govt. employees and the public, everyone is on a lookout for a chance to grab a piece of ‘free’ land. This trend has now reached the districts too. If a protest is made, the reply comes “If politicians and top officers are doing it, why shouldn’t we do it”. There’s no right reply for such logic.
It is high time the govt. take measures to curb the rampant practice of encroachment going on so that it can lay claim to land as ‘govt. land’ in the near future. There is also a need for the govt. employees to do their duties with dedication and sincerity for the development and prosperity of our state.

50% is too big a mark to score
Dear Editor,
The Directorate of Higher and Technical Education laid down certain guidelines for students of DNGC College who are seeking hostel admission as per information in this daily on Aug 10. I came to know that the students seeking hostel admission must have secured 50 per cent marks in immediate lower examination and hostel seats will be allocated as per merit basis among the students. Moreover, security deposit of Rs one thousands will be charged from per student from first year students.
Before implementation of such guidelines, the authorities should keep in mind that the wealthy class of our society send their children outside the state for higher studies and most of the poor students from districts are getting admission in the DNGC college.
In my opinion there should be guidelines for quality education with a provision for posting of adequate teachers in various Govt schools in the state so that the students come out with excellent pass percentage. In the present education scenario, the poor students may not be able to secure 50 per cent qualifying marks for hostel admission.
Therefore, I would like to request the authorities to make 40 plus mark as criteria for hostel admission so that the poor students of the district pursue their education at DNG College.

Silsango was a consensus choice

Apropos the readers’ forum item published under the caption “Consensus opinion needed” (on Aug 11), we would like to clarify that the location for headquarters of Lower Mengio circle at Yallpu (Silsango) has been selected by villagers, panchayat leaders, Head GB, GBs with public consent. After selection of site the heads of villages and panchayat leaders had decided to donate land for this purpose in 2008.
Regarding availability of raw materials, we would like to further clarify that Yallpu (Silsango) is also having abundant raw materials to meet the requirement of a headquarter. Moreover, Bari Nallah, Paga Nallah and Parang river have been flowing near the said location.
Considering all the feasibility the location has already been approved for establishment of the HQ.

The chief minister while welcoming the project assured all possible assistance from the government’s end. He specifically directed Planning Secretary Ankur Garg who was present in the meeting to explore for the land and building as sought for.
The visiting team through an impressive power point presentation briefed the activities and functions of the ISI to the house. The Institution would offer various technical courses besides helping the state government in formulating development plans and programmes. Seppa market shed made functional
SEPPA, Aug 12: We are thankful to Tapuk Taku, DC & DUDA in materializing the market shed which generated self employment to needy women of Seppa Township, said Raju Gyadi, President, East Kameng Chamber of Commerce & Industry here while attending as a Chief Guest at a function in the premises of Market shed. The shed having 118 rooms was made functional meant only for vegetable & fish.
As a part of Town beautification, the concept of having a separate market area was the initiatives of DC, DUDA & MLA Taku that got inaugurated last on July 15.
Meanwhile, a committee has been formed to look after the welfare of the market with Raju Gyadi as Chairman & seven other as members. For smooth & peaceful functioning of the market, the committee has requested the authority concerned to establish a Police beat house in the complex. (DIPRO)
ROING, Aug 12: The District Level Monitoring Committee (DLMC) headed by its chairperson cum Deputy Commissioner of Lower Dibang Valley District, Y W Ringu visited Water Treatment Plant (WTP) here today to know the ground realities of water scarcity in Roing Township.
The department sources has informed that the Water Treatment Plant was built in the year 2001 to 2006 with a cost of Rs 4,04,76,000.00 with a sole purpose to provide the people of Roing township with safe drinking water.
Initially, the project was proposed to tap 5.00 Millions Litre per Day (MLD) of raw water from Eme River and was designed to treat 2.00 MLD and accordingly the Head Work was proposed in the River Eme at suitable location of 1800 mtr from the WTP site.
An unprecedented flash flood occurred during the year 2004 in the month of July had completely washed away the work that was under progress in the head work and also changed the river courses thereby making the site unsuitable for construction of headwork. Due to that flash flood, the river had widened from 60 mtr to 180 mtr and Wire rope suspension bridge over Eze River had to be dispensed due to widening of its span from 300 mtr to 500 mtr. All these factors add together had made the tapping of water from Eme River and laying of raw water main up to the WTP not feasible.
Since then the department had been surveying all possible sources to find out a new source of water for tapping water supply to Roing Township. Proposal for tapping water supply from some permanent sources of water has been submitted to the higher authority for approval, informed Subhat Pertin, EE PHED.
As a stop gap arrangement and for making the WTP operational, seasonal waters from “900 Nallah” is being tapped to supply potable water to the Roing township, but the present source is not dependable due to insufficient discharge during winter season, informed Onyok Yirang, AE PHED.

The mystery of missing boy in Koloriang
Koloriang, Aug 12: 13 children between the age group of 8-
However, the boy could never complete the film. He suddenly disappeared only to return home after 6 days of ordeal in midst of thick forest near Koloriang.
The guardian and relatives of the missing boy combed and searched the entire area. All the nearby hills, jungles and banks of Kurung River were searched. There was no sign of the boy.
One of the guardians lodged a missing report of the boy along with photographs before the District Administration and police. Finding no clues, the helpless parents and guardians decided to go for the traditional practice of chicken liver test called ‘Ruhu’ or commonly ‘Mangal’. The ‘Ruhu’ or the ‘Mangal’ was done on the 3rd day of the boy going missing. The local priest (Nyibu), performing the ‘Mangal’ by chicken liver predicted that the boy was alive and that he will return home safely after few days. The ‘Mangal’ was then followed by a traditional rite, performed by the ‘Nyibu’, in which 2 pigs, 12 chickens and numerous eggs were sacrificed and offered for the safe return of the missing boy.
The chicken liver ‘Mangal’ performed by the priest proved correct. The missing boy Riya Niting returned home on evening of 30th July’2010 after 6 days, escorted by a BRTF mate. The boy was in shabby condition. He was naked, full of wounds of insect bites and scratches. He appeared hungry and looked somewhat abnormal in his behaviour. He was speechless too. The elders brought him inside the house and made him sit in the traditional fire place and comforted him. He was served with light food and warm water. After sometime, he appeared slowly recovering and returning to normalcy.
How did Riya Niting disappeared on the night of July 24 from the backyard of the house? Was he abducted and where as he confined for 6 days? Did he eat? Questions are many.
If the missing boy Riya Niting is to be believed, on the intervening night of 24th July, when he came out of the house to relieve himself, two human being like creatures with thick hair in the face, dark in complexion, well built and tall, suddenly appeared from the dark and caught hold of his hands and escaped with him. His mouth was gagged and he could not shout for help. According to the boy, the abduction by the 2 unknown creatures was like a dream – moving at high speed, often feet touching the ground and flying in the air. He was lifted and flown away by the two unknown creatures over the nearby hill and thick jungles. From the hilltop, the boy was chased down and led to a river stream named ‘Sangma’ just down below the BRTF Jeevan camp, 3 kms from Koloriang. He was kept in captivity in a cave with thick jungles near the stream. Riya Niting was confined in this cave in midst of the forest and could not manage his escape, as he was guarded around by the unknown creatures. According to the boy, he could remember and missed his parents in the initial days. He could feel the heavy rainfall and storm that was prevailing in the area. The boy was threatened not to attempt any escape or else he will be killed. The evil creatures could not be seen at day but only their conversation could be heard. However, they could be seen at night as dark, tall with hairy faced human being like creatures. The boy was stripped of his clothes. When he felt hungry, he used to dig wild roots, locally called ‘Takok’ and eat to control his hunger. In one occasion, he attempted to climb a nearby tree to look around the place of his confinement. He climbed and from the tree top, he could see roads and few local houses. He could see and recognized the nearby ‘Tayeng’ village.
On the 6th day he escapes. As he came out of the captivity, he saw a helicopter in
the sky over Koloriang. (The helicopter belongs to Army and was returning from Sarli
after evacuation of a ITBP injured Jawan). On hearing the sound of the helicopter,
the boy reportedly recovered some sense. He looked up in the sky and shouted for
help. The evil creatures warned the boy not to raise voice or else he will be killed.
However, the boy managed to escape and reached the Koloriang-
A BRTF mate saw the naked boy with full of wounds in his body. He escorted the naked boy to his house and handed him over to his guardian Nangram Takia on July 30 at 6.30 pm.

Upper Subansiri bids farewell to H. K. Shalla
Daporijo, Aug 12: The officers and officials of DC’s Office, Upper Subansiri district bid farewell to Deputy Commissioner H. K. Shalla today as he has been given a new assignment as Registrar Cooperative Societies.
Shalla had joined as DC, Upper Subansiri on 4th December 2007.
Bidding farewell to the district, Shalla thanked all the officers and officials for their cooperation and teamwork in making his tenure as the DC of the district a smooth one. Saying that he had had the opportunity to conduct 3 elections in the district: the Panchayat elections, the parliamentary elections and the assembly elections, he thanked and appreciated the support and contribution of all in making the process a smooth and successful one. He hoped that the support he was given here would be extended to the coming DC too.
